Policy Statement: 
As per UGC guidelines Raja Peary Mohan College maintains a zero-tolerance policy towards any act of ragging. No act of ragging major or minor will be allowed to pass unnoticed. No ragger, male or female, student or non-student, will be left free, unpunished. The punishment will be in accordance with the UGC notifications. We consider ragging neither a means of familiarization, nor an introduction with freshers, but rather a form of psychopathic behavior. Ragging is a violation of human rights. Respect for humanitarian values is the objective of our college. Ragging is a heinous crime, heavily punishable under the law as ragging spoils a person’s carrier forever”  

Anti- Ragging Unit:
The Anti Ragging Unit made up with Anti Ragging Committee, is a committee that looks after the day-to-day activity of the college and preserves a “Ragging Free Environment” within the campus. Ragging has always been considered a menace and a disturbing reality in the higher education systems world wide which includes our country too. Ragging has prevailed for such a long duration because, the practice is still perceived by many as a way of ‘familiarization’ and an ‘initiation into the real world’ for young college-going students.  
Ragging is defined as any disorderly conduct, whether by words spoken or written or by an act, has the effect of teasing, treating, or handling with rudeness a fresher or a junior student. Indulging in a rowdy or undisciplined activity that causes or is likely to cause annoyance, hardship, or psychological harm or to raise fear or apprehension thereof in a fresher or junior student.

UGC Regulations on curbing the menace of Ragging in Higher Educational Institutions, 2009:
Ragging is a criminal offense and UGC has framed regulations on curbing the menace of ragging in higher educational institutions in order to prohibit, prevent and eliminate the scourge of ragging. In pursuance to the Judgment of the Hon’ble Supreme Court of India dated 08.05.2009 in Civil Appeal No. 887/2009, in exercise of the powers conferred by clause (g) of sub-section (1) of section 26 of the University Grants Commission Act, 1956, the UGC notified “Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009”. These regulations are mandatory for all universities/ institutions.


Encompassment Under Ragging:
The following acts can be taken under consideration of ragging however so, the list is not exhaustive:
• Any act that may be whether by words spoken or written or by an act, has the effect of teasing, treating, or handling with rudeness a fresher or a junior student.
• Indulging in a rowdy or undisciplined activity that causes or is likely to cause annoyance, hardship, or psychological harm or to raise fear or apprehension thereof in a fresher or junior student
• Asking the students to do any act or perform something that such students will not do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or junior student. This can lead to adverse effects such as depression, anxiety, and sometimes even suicide.
• Any act by a student that prevents, disrupts or disturbs the regular academic activity of any student
• Exploiting the services of a student for completing the academic tasks assigned to an individual or a group of students
• Any act of financial extortion or forceful expenditure burden put on a student by other students;
• any act of physical abuse including all variants of it: sexual abuse, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person;
• Any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to any other student;
• any act that affects the mental health and self-confidence of any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any other student


Objectives Of ARU:
The Anti-Ragging Committee of Raja Peary Mohan College is always on their toes:
• To prevent and protect the student community from being ragged or indulging in the act of ragging
• To bring awareness among the students about the ill effects of ragging, its impact on human life and consequences of involvement in the act of ragging.
• To make clear among the students about our Zero Tolerance Policy to any sort of ragging so that they can freely communicate with ARC if any act of Ragging has been communicated.
• To receive the complaints and resolve them through the ARC – and if necessary, initiate legal procedures as per guidelines 2009 UGC.


Activities of ARU: 
• The first and foremost task of Anti Ragging Unit (ARU) of the college is to create awareness among students with respect to ill effects of ragging and necessary rules and regulations of the college.
• The Principal is the head of the institution. He along with members of the committee and IQAC creates awareness about ragging and indiscipline during the first-year induction program. 
• The Principal along with the cell and IQAC will takes the decisions and corrective measures with respect to any ragging and indiscipline. 
• The members will counsel the victims of ragging and the offender of the offense.
• Anti- ragging movements, slogans, directives are initiated by the institutions right from the time of advertisement for admissions. 
• The prospectus for admission issued to aspirants for admission clearly mentions that ragging is banned in the institution and anyone indulging in ragging is likely to be punished appropriately with punishment.


Functions Bestowed To ARU: 
Anti-Ragging Unit, established according to the regulations of the UGC, constituted by the Governing Body of the college is the moral police of our College. The Cell’s responsibility is to 
• Ensure that students maintain discipline in the classrooms and within the college campus. 
• Members of the cell regularly go on rounds to each and every classroom to make note of errant behavior and 
• To make sure that the college campus is free from ragging and eve teasing. 
• The cell will take severe punitive action against students indulging in such heinous activities.
• Convenors shall examine all complaints of anti-ragging and come out with recommendation based on the nature of the incident.
• The students can make use of the suggestions given by the cell to make their complaints regarding ragging.


Duties of a Ragged Grievant: 
If an act of ragging occurs under the jurisdiction of the college, the grievant should ensure the following things:
• A written complaint has to be submitted to the Anti-Ragging Unit (ARU) describing the ragging instance completely with date, time and place of happening 
• The complaint should contain the identity of the complainant and the identity of the alleged
• The complainant should submit the complaint in person to any of the Anti-Ragging Unit (ARU) members or any teacher he/she feels free to of the college.
• The confidentiality of the complainant and any other applicable issues shall be maintained Anti Ragging Committee (ARC).

Punishment in cases of Ragging:
The Anti-Ragging Committee of the College shall take appropriate decision, including imposition of punishment, depending on the facts and circumstances of each incident of ragging and nature and gravity of the incident of ragging. A student found guilty by the committee will attract one or more of the following punishments, as imposed by the Anti-Ragging Committee
• Suspension from attending classes and academic privileges. 
• Withholding / withdrawing scholarship / fellowship and other benefits.
• Debarring from appearing in any test / examination or other evaluation process.
• With holding results.
• Debarring from undertaking any collaborative work or attending national or international conferences / symposia / meeting to present his/her research work.
• Cancellation of admission.
• Expulsion from the institution and consequent debarring from admission to any other institution for a specified period.
• In cases where the persons committing or abetting the act of ragging are not identified, the College shall resort to collective punishment.
• If need be, in view of the intensity of the act of ragging committed, a First Information Report (FIR) shall be filed by the College with the local police authorities.
